Hmm. You would see a State Governor use State taxpayer money to sue a President over policy that is set at the Federal level as opposed to the State level?

That sounds very progressive.

And the American civil war was largely over tariffs imposed on British goods to protect northern industry and Britain retaliated by placing tariffs on southern ag exports and the southern states wanted to trade with Britain independently and have no tariffs on British goods if they came to a southern state and the federal govt said they can’t do that. It was just as large of a reason as slavery was for the war. The tariffs significantly increased the cost of equipment the south needed for agriculture, which is also why they wanted to keep slavery because slaves were the only economically viable way to profit in farming

California does worse with their stupid laws and regulations, and it trickles to the rest of the nation. States should sue California for the harm it does.
