Hypothetically, assuming this person time travel from when they were a minor to the present, could this make him potentially guilty? We need Doc Brown to clarify.

It doesn’t say she was over 18. It says a woman who asked to remain anonymous said she was over 18.

They actually did a decent job of just reporting the story as is. Which is why they stated it that way. They reported both sides - there are accusations she was under age, and there is someone (anonymously) confirming she wasn’t.
