Can someone help me out here? Explain to me what happens if 25b is agreed to and actually is approved. Is 25b put into an account and that money is spent on border security or is it just an agreement to spend 25b over x number of years? I guess what I’m getting at is that you can agree to spend that amount, but what ensures the money is appropriated and actually available to spend next year or two years from now? An agreement to spend seems pretty worthless if you aren’t given the money.
