Not even a whip, looks like he let go of the reigns to grab the dude. A little long, but whips are usually braided and round. Could be, just not like any I've seen or used.

A good trash pump with a water cannon would deter crossing at that spot. Couple that with some rubber buckshot and pepper spray. Blows my mind that illegal border crossings aren’t met with force. Make it painful for those fricks and they won’t try to cross in mass.

Those Haitians are a pretty rough crowd and to be respected. If things got out of control those 10,000 plus and mostly males could do a lot of damage. That fence holding them behind the Border Patrol is a joke.
