Yes, it annoys me too, and I notice it more and more with women in their 20s and 30s. It almost has a valley girl sound to it.
But I’ve learned there’s a name for it! It’s called “up talking.”
where they finish their sentences like it’s a question even if it’s just a statement and their pitch gets higher towards the end of the sentence..kind of sing songy.
