I have never seen a black woman teacher. My kid did have 4 or 5 black women in daycare. Both my kids could read and write before Kindergarten

Careers don't always reflect population percentages. Some jobs naturally draw certain people over others.
Women are overwhelmingly middle school teachers, despite being 50% of the population. White and Asian men are around 32% of the population, but make up a much larger percentage of engineers. I could go on.

The Dallas IRS office is one of the biggest IRS centers in the country. A retired defense atty who specialized in fighting the IRS for his clients told me several years ago "well over 60% of the agents & staff " there were black females.

Most people who work in government jobs especially at the local level like the DMV or SS office are exceptionally bad at their jobs so this isn’t surprising

Unfortunately, we've been in a dysgenic phase of this country since the 60s.
There's not much hope of the ship turning around unless educated people start reproducing.
