I'm not disagreeing with your assessment of Biden's mental decline but I do not think that is the reason for the legislation.

25th is only a temporary removal and requires a higher threshold than impeaching and removing him.

No Republican should help them out with this. They selected him, they’re stuck with him unless he can be tricked into resigning.

Anything that reduces the power of the President would be beneficial. There has been an uncontrolled power grab that needs to be reversed returning these powers back to Congress. The main problem is that Congress is worthless and has gladly been giving up these powers.

Maybe, but why else would they want to strip a sitting US president of his war powers? To my knowledge, there is no precedent.

Wish they had done this when Clinton was President and every subsequent President thereafter, regardless of party. The Executive has far too much authority to act without the consent of Congress

Because GWB, Obama, Trump, and now Biden have used the 1991 and 2003 AOMFs in Iraq to justify military action outside of Iraq.
