Ballot (or “vote”) harvesting is a highly controversial practice in which political operatives collect absentee ballots from the private residences of voters and transfer them directly to a polling place or election office. Some ballot harvesting efforts have also used ballot drop boxes, which resemble public mailboxes, in which anyone can put in ballots.
Due to the high chance of these practices being used for voter fraud, many states have laws prohibiting such practices.
In March, President Biden signed an executive order that is being used by the U.S. Department of Housing and Urban Development (HUD) to authorize using federal dollars to set up voter registration drives in certain public housing developments, including the use of ballot drop boxes.

Or better yet we just need to not use these period. Vote in person or if there’s a damned good reason I guess do absentee voting but this mass mailing out ballots because of muh Covid or anything else has got to stop.

Is this being challenged. It seems unconstitutional. Doesn't state legislatures have the sole power to do something like this? I know this was ignored by the courts in 2020 but hopefully a conservative group is challenging this order.

When the federal government can create things like this using various angencies, etc. they clearly have too much power.
Imagine what CNN would say if Trump had used federal tax dollars to set up ballot drop boxes in strong red rural areas.

Any sane person knows we should vote in person with ID and no voting machines capable of hacking. Anything else you know they are cheating. Both sides including the Republicans do not want to fix the election fraud issues because they are all cheating and or getting paid off.

Biden/the federal government isn't unilaterally placing drop boxes within states

HUD Multifamily distributed an email to anyone on its listserv, urging owners of private properties assisted with Project-Based Rental Assistance (PBRA) to share voter and election resources with residents. Permissible activities at Multifamily-assisted properties include using community spaces to hold meetings, candidate forums, or voter registration and collaborating with local election administrators to permit the use of PHA space for voter drop boxes and as voting sites, including early voting.
HUD PIH sent an announcement only to PHA executive directors about activities PHAs may engage in to ensure that public housing residents and Housing Choice Voucher residents have access to voting. Permissible voting-related activities mentioned by PIH include:
Providing household documentation of residence (e.g., address verification) to public housing residents upon request.
Applying to states to operate as a voter registration agency.
Making voter registration resources (e.g., voter registration forms) available to residents and (if state law allows) accepting completed voter registration application forms and transmitting them to election officials, as well as running PHA-initiated voter registration drives.
Permitting the use of PHA community spaces to hold meetings, candidate forums, and voter registration.
Collaborating with local election administrators to permit the use of PHA spaces for voter drop boxes and voting sites, including early voting.

By a plain reading of the Constitution yes, although Congress can override a state legislature on everything except the "place of choosing." Although that is considered a radical belief. Even if you don't subscribe to that belief this is facially unconstitutional because it is not Congress changing the manner of choosing.
Article I Section 4 "The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of chusing Senators."
