I'm sure they put together a simple speech and loaded it into the teleprompter as quickly as possible, and he's been practicing reading it out loud all day

To be fair, it wasn't too incompetent to stand trial, it was too incompetent to realize he was breaking the law, which apparently when it comes to democrats the DOJ uses that as a litmus test to determine if they should press charges.
