Of course not, at least in the hyper-literal sense.
If we did I could run down to the corner market and buy some hand grenades, dynamite, and a full auto rifle.
What we do have is a spectrum market that goes from more free to less free and this move would no doubt be in the less free direction.

I’m all for it, but where does that excess go that is piped for export? Can it be redirected? I’m not a surface guy, just upstream, so I really don’t know and generally curious.

Cap diesel exports and waive the jones act for 90 days. Cheap foreign tankers can run diesel up the east coast and within days will start relieving the soon to be gulf coast glut created by the export cap.
Suspend the renewable fuel standard for the same period or longer to appease the refiners.
Gets us through Christmas with up to a dollar a gallon savings and doesn’t increase gasoline prices.
Will suck to be a eurotard but they’re probably behind the Russian refinery strikes or at least gave the nod, probably. Send them coal.
