There are those in AI research in China that understand the dangers of AI super intelligence too. The risk is existential to the entire human race no matter who give birth to it first.

The Chinese have no more interest in a digital god than we do. They would leap for joy if we were honest and sincere about a nuclear-disarmament framework for dealing with superintelligence.

It's more likely to get nationalized than banned at this point. The combined compute and institutional knowledge of all the major players combined would create the ultimate weapon. I don't want this to happen but they'll all have some sort of relationship with the federal government in one way or another. The cyber security and research potential is too big for the feds to ignore.
