I’m just a simpleton, but if you force a property owner to rent their place for a specific amount decided on by the government, then wouldn’t you just end up discouraging someone from buying a property in the first place? They may want to buy with only the intention of renting it out. But, if there’s a set limit on how much they can charge, then why bother? The people who can’t qualify to buy a property, and must rent, are the ones who’ll suffer the most.
Under rent control, why would any rental property owner bother to rebuild when he may not live long enough to recoup his costs?
Now apply that that to the entire Gulf Coast which is vulnerable to hurricanes every year, add the southern East Coast, the plains states with wide swath tornadoes...
Whole cities and towns will be abandoned under mandatory national rent control once a natural disaster hits them. That'll solve that homeless problem as America becomes Land of the House Free, Home of the, well, nobody, since homes won't exist.

Its been 5% in some major metros.
I'd go with inflation plus 1/2%.
major improvements are trickier.
