He seemed to walk that back a little at the end of his testimony. His clarification, I think, can be characterized thus:
1) We know that surveillance took place.
2) There are indications that such surveillance may have been politically motivated.
3) We have concerns about the predicates for the intelligence gathering that was done.
4) We are curious about the subsequent actions taken by the relevant agencies, particularly with regard to notification of the targets that they were under attack and may have been compromised by foreign interests.
