You have to consider I've spent a lot of time in South Texas and a lot of the electrical workers I've hired over the years are from "the 956"

I would say writing the phone number is 001 before the 10 digit portion might be one hint. It being in Spanish is another context clue. The 956 area code is an area code for the Rio Grand Valley region in Texas. It wouldn't really make much sense to have a campaign to tell people to have their baby where they already live. If I had to guess these are probably in Mexico.
I don't have any problem with demanding more proof but the context clues I just laid out make it very likely that these billboards are in Mexico and not Texas.

I can tell you with 100% certainty that based on that picture that is nowhere in the RGV. 2nd the country code before the phone number obviously wouldn’t need to be dialed while in the US. This is definitely a problem but if I was a woman I wouldn’t have a baby in that piece of shite hospital. Go to Doctors Hospital Renaissance.
