We are assuming that when you "power off" the device that it is truly off. Is it? Sure the screen isn't responsive but that doesn't mean it is off.

15 to 20 years ago, it wasn't that accurate which is what the 2000 Mules deniers use as "proof."

I forget what it’s called, but there are little pouches that you can buy that supposedly BLOCKS any signal from your phone from any tracking. But of course, I’d assume you can’t use it at the same time. But it can put you off the grid in an instant.

I can’t remember the name of it though?
