Meh. frick IEPs. The public school system is not designed for that.
The economics of public school learning require the bulk of instruction to be group. There should be an entirely separate system of education for children who require such planning and attention.

If I had to guess I bet he was a terrible student and major trouble maker instead of actually dealing with him they just passed him along the the next grade to make it their problem

That’s not the students’ fault and it’s not the parents’ fault. It is the fault of the supposed experts in the scenario. The educators.

Let me clap for you.
You clearly stated that you knew passing students that didn't deserve it, due to not learning, wasn't right yet YOU still pass them because your superiors tell you to. So again the paycheck that comes with your job is clearly more important to you than doing the right thing. The right thing. In case your moral judgemental doesn't understand the RIGHT thing is saying NO. If the kid doesn't deserve to graduate then they shouldn't. Passing the kid is not helping the kid or society. I don't care how many awards you won for being part of the gate way for illiterate people going into society.
If you have tried to argue with the bosses and it didn't work you shouldn't just give in. I had a job that was making me close to 6 figures a year and walked away because I knew the company owner was allowing customers to be screwed over and didn't care as long as money came in. I guess you have to make your life decisions yourself. I wish you well.

Obviously he shouldn't have graduated, but if you can't read as a high schooler than means you've put absolutely zero effort into learning and you've let yourself down. He can't play the victim card, but the District/City should absolutely investigate who let him get as far as he did.

He may very well have undiagnosed learning disabilities.
There’s no possible way he graduated with a 3.4 if he can’t read, or even write his own name. Teachers gave him the grades and moved him along,

I am in no way condoning what the teachers did, and they absolutely need to be investigated. With that said, I've seen people with learning disabilities get engineering degrees by studying a lot more than their peers. Effort plays a big role in life, especially when it comes to learning.

There’s very easy ways to teach dyslexic kids to read. Did his district employ those interventions? Did his parents bring his reading struggles to the school before? The school knew he couldn’t read and didn’t intervene.
Some of the blame rests on the family for sure. But they’re not experts in literacy and aren’t supposed to be. That role is assumed by…. Wait for it …. The fricking teachers and administrators and support staff.
