Or they can't read well. I had to explain a yes vote was for banning it to my MIL.

28% of that 33% are low IQ voters who were utterly confused on the wording of the Amendment.

Not that strange here. That’s more because if you liked one of them you liked all three. No illegals voting and senate confirmations. Not sure who would vote no to those.
In November the voting for the amendments was mixed and all over the place.

Unfortunately, this is the world we live in today. I blame it on sheer ignorance.
There should be a test one must take in order to be eligible to vote. Stupidity is what got Fetterman elected in Pennsylvania. Stupidity is what got Joe Biden elected, along with a hatred toward Trump that was brought on by his arrogance and the left-leaning media.
If you had to test political parties for its' members degree of intelligence, I would venture to say the Democrats are way below the Republicans. Just my opinion!

I'm sure there were some, but that may not be really what this means. There is already a state law on the books that says you must be a citizen to vote and believed an amendment saying the same thing is redundant. Perhaps putting this in the state constitution makes it harder to eliminate or repeal, but we've seen with the Stelly Plan that CA's can easily be done away with by the legislature, not the voters who approved them.

A large percentage of voters simply vote “no” on all constitutional amendments. They are always worded in such a way that they are hard to figure out anyway. Also, on that particular Amendment, are non-citizens presently allowed to vote in Louisiana? If so, no one knew about it.

Of course not. Voting is direct participation in the management of our country. Visitors and non-status residents shouldn’t be able to participate on that level.
There are local governments in other parts of the country that allow non-citizens to vote on local issues. They are certainly able to authorize local voting how ever they want. But that isn’t happening in Louisiana right now.
I can certainly see how some folks would view this constitutional amendment as a useless act because non-citizens already can’t vote in Louisiana. I don’t see the problem that it is aimed at correcting.
