The $23 billion for "border security" only permits $1.375 billion to be spent on an actual physical barrier.

President Trump knows that he didn't even need any money in this budget for the wall. He has access to 5he money.

Obviously if 1.375B is for just 55 miles of wall that's more than just a bollard wall.
