Cognitive deficiency and culture are the factors IMHO. The system has been bending over backwards to normalize Negroes for decades, sadly the ones i see in TV commercials have little relationship to any reality.

Parents are speaking out... Good
But I doubt parents are checking kid's school work and assisting ....or changing their own voting pattern. Correction to both of those are needed for kids to succeed
