It is not irrelevant. The voter history field — the record of who voted — exists for one of two stated purposes:
As an audit tool: it confirms how many people voted, which you then compare against the ballot count. That is the whole point.
As a check-in record: it ensures no one receives two ballots. Every ballot issued is recorded, so the total is still there.

Either way, the voter roll total should match the ballot count. There is no version of "the voter roll is just a check-in log" that explains a divergence of hundreds of thousands.

And if you are thinking "voters get purged from the rolls" — the New York numbers do not drop. They only go up. Completed elections are gaining voters.

When a Secretary of State certifies an election, they are signing their name to a number. The voter roll is the one record that should confirm that number independently. If it gives you a different answer every time you look at it — and that answer keeps growing — then the certification is a signature with no document behind it.
