No, it's about forcing states like TX that in order to get federal funding (which we honestly shouldn't need anyway), to force everyone to get the jab for USDA lunch funding, etc.
They already did this with pre-K and masks, and this is just an extension of the same principle.
The TEA (Texas Education Agency that sets "guidelines") is based in Austin, and will "suggest" whatever the CDC says. Even conservative school districts will follow what TEA "suggests" to avoid lawsuits and Karens bitching.
TBH, Texas has done fark all when my old employer mandated the jab in the face of state laws that prohibited it being a condition of employment, so I expect Texas to bend the knee. Attorney General doesn't care, etc.
