An OT case study on Kenner, LA: What went wrong?

What is this future of this place? Seems to be losing population every Census, more minororities moving in, lack of investment in infrastructure etc. Mayor Yenni bitches why young people mad and won't move there. He fails to understand people in their 20s and 30s want to live on more urban walkable areas.
This is just a personal peeve, but I think anything that ends in "town" is code for boring, and "river" and "lake" are overused in the metro area. So thumbs down to Rivertown and Laketown names.
Williams is hideous and can use a streetscape improvement with lights that don't scream 1970, more trees, buried power lines etc. that's a start.
What can Kenner do to improve its image?

There is a video floating around on YouTube depicting the complete overhaul of Laketown. It will include restaurants, shops and bars in addition to the T-Chest already in place.
Coconut Beach is slammed 8 months of the year so there is a sect of young individuals willing to travel to that area given a reason.
