What the hell is my sago palm doing?

2 years ago, wasn't a bad winter so I did not trim up the palm fronds. Last year we had a couple of harsh winter nights that browned everything down. This spring I cut it back to reveal an unusual looking growth on the trunk. The light colored things just below the new fronds.
Here is a closer look. As you can see, below the light colored growth, the sides of the trunk loaded up with nuts/seeds.
Any way, I've had this particular palm for quite a few years and have seen others in the past. I've never seen one do this. Is it a result of the seeding out? Is the light colored growth like pistols or stamens or whatever the reproductive organs are on a flower?

They are poisonous to dogs, just kill it and remove it from your life

I don't know anything about seeding out but if you got a dog watch out those seeds will kill a dog very quickly.

I enjoy my yard too much to let some mutt tear it up. Thus, I don't have a dog.

Good point.
But this is just up in a corner that I don't really mess with. I was talking more about my back yard where a dog would be fenced in.
