Proposed LA H/F License Increases

Surprised this hasn't made it here yet, unless I missed it.
HB 691
The bill proposes licensing requirements for paddle boats, and increases the fees for several licenses/registrations, including vessels (ex. under 16 ft goes from $25 to $36). It eliminates/consolidates several licenses for fishing and hunting, and does away with the lifetime licenses on June 1, 2022.

Yes. The existing ones would be honored, and it looks like youth lifetime licenses would still be available for purchase, but I can't figure out exactly how it would differ from the current youth lifetime.

As soon as I heard about license increase a purchased a lifetime for myself and my kids. I’ll bet they are selling a good bit of lifetime licenses this year.

The irony of this is it actually isn't increasing by much.
They are reducing all resident hunting license requirements down to Basic, Deer, Turkey, Waterfowl, and WMA. So no more seperate primitive or bow license. If you bought all of those licenses in the past, it cost $76. The new licenses, if approved, would cost $79.

I agree on the fact that licensing for pirogues is ridiculous.
But killing the lifetime license is honestly too little, too late. As an adult, if you buy a lifetime hunting and fishing License, it pays for itself in 5 year assuming you hunt and fish everything. So say a guy buys a lifetime at 20, and hunts and fishes until he's 60. LDWF just lost $3500 over 35 years. Now multiple that by just 1000 people. That's $100k/yr that the department is not getting. That's $100k not going into habitat management, or research.
The lifetime license was a stupid, short-sighted decision.

I disagree. They get money up front. It keeps people loyal to the state. We aren't the only state that has a lifetime license. I literally know a handful of people my age (35) that actually have a lifetime license.

It isnt my fault that LDWF doesnt know how to take those lump sum payments and invest them to become a self funded organization. They didnt miss out on money because of the purchase. They missed out on money, because just like every other govt agency, they are corrupt and piss poor stewards of money and our lands.

It does NOT eliminate lifetime licenses. It does combine the different lifetime license into one combo. I.e. you cant get just lifetime hunting or lifetime fishing, you must buy the combo hunting/fishing.
Generally, i feel it is a good attempt to get us even with other states fees and simplifies the licensing structure. It also gains some fees in areas where people were using resources without paying for them. In most cases, those were small license fees added that give the state additional Pittman-Robertson(edit for correct name) dollars.
