Well I was mainly talking about in the baton rouge area, I can't really speak for other areas.

That's all well and good, but I feel like if you're going to have a loaded gun anywhere, it needs to be on you. Either concealed, in your hands, on your shoulder, or something like that.
Any other time it should be unloaded.
That's just me though. The only person I trust with a loaded gun is me, and if its in my hands I'm the only one who can use it.

With all the dodging and borderline idiotic conclusions form this guy I've determined two possibilities.
1. He's a young dude with a very unrealistic view of the real world and very little practical training in the world of firearms.

You'll definitely want to carry in some areas. Not that it will necessarily matter though. I've seen many "experts" say the odds of getting off an accurate shot if they charge (bears) are slim to none. Peace of mind, even if delusional, does help sometimes though. You probably have a better chance with a moose than bear.
If you ever go hiking in Eagle River, make sure you're covered.

.357 is an awesome caliber.
I hope you have it loaded in both rifle and pistol.
Easy to reload, as well.

Alright, I'll bite.
Who the frick is this guy? Never seen him on the OB before and he's just gonna hop in and call us all cowboys? Alright, buddy.
But anyway, the one occasion I can see having an unchambered round is if kids are around. I don't have kids so I can understand a parent wanting to watch out for them if they are too young to learn firearms safety.
Besides that, a gun without a round chambered is worthless for a few reasons:
1. When under stress, every motion you make is automatic. You won't be thinking, you will just be doing.
2. The time a semi automatic will malfunction more than ANY other time, is when the action is being manipulated by someone. The chances of a short stroke or a soft rack not properly chambering a round are putting the cards in the criminals' favor. You are better off stacking the cards in your favor.
3. What if you only have one usable hand? This changes the ballgame a good bit.
And just a question, do you seriously sleep with your wheel gun's cylinder open? If it's new enough to not have a firing pin mounted on the hammer, there is no way it will just "go off." You have an EXTREMELY long double action pull to make it go bang. What if you try to slap the cylinder into place and the rounds pop back a bit and prevent it from setting in place properly? Now you're holding a hammer.
The stories you talk about are negligence at their finest. You can NEVER become complacent with firearms safety. When complacency (or stupidity) set in, that's when bad things happen.
Trying to relate the improper use of a handgun by a drunk guy to the proper use of a gun already chambered for defensive purposes is idiotic and makes you lose a lot of credibility.
That is all.
