You don't need plans. We didn't have any.
Use dowels (wooden) for the frame (tacked together with small nails) then also Google paper mâché.
My father and I built one (during my childhood) and it was as strong as nails.
The edges of the mâché are fragile. Strengthen them with tape.
Our kite flew as far as the spool of string would allow.
Easy stuff.
Good times.
