Anyone remember Treat Street down by the Capitol Building? Probably late 80’s/early 90’s.

Seems like I can remember some years you could go store to store at Cortana and truck or treat.

So what are the requirements to getting a wristband?

So if a family that doesn't look threatening to you stops by with no wristband will you deny them candy?
