i've always interpreted it as "i don't give a shite what anybody else thinks, what the facts are,or if they care about my opinion, but i'm going to say it anyways."

i think there are laws against straight white males saying it mixed company though.

Traditionally it was the job of a Hebrew prophet. It was the prophet's job to be the "voice of God" by telling the king and/or people when they were failing to follow the will of God. Needless to say, it was a dangerous job that often ended in a gruesome death.

Is there some new use for it that my old, social media illiterate, self doesn't know about?

His show is the only place I've ever heard this expression used. The first few times I heard it, I wasn't sure if I heard it correctly. Then I realized I was hearing it correctly, but just didn't know WTF he was talking about. I still don't.

I believe this is a phrase invented by a black woman to give the impression that she's going to stand up to The Man and sound intelligent doing it.

It's a vote getter for her demographic.
