That fountain is clearly located in the splash zone for urinal number 3.

Nope. I know this because I was drunk one day at a Saints game and pissed in one of those circular sinks they used to have. TigerdrunkinMS thought it was strange that the urinal was built so everyone faced each other, but what the hell, I had to piss so I went with it.
If I can manage to do that, I KNOW someone pissed in that drinking fountain.

I saw some kids washing their feet in the drinking fountain at a park recently after they got done playing beach volleyball. It was disgusting.

I bet it doubles as 4th urinal when things get busy. At least there's a sign to let them know that its for drinking 
. No way im even touching the fountain.
If your doing your business on the urinal next to the fountain does it get uncomfortable when someone gets a drink?

I don't think being drunk is a prerequisite for pissing in this water fountain. It's literally asking someone to piss in it.
