"Prevented" in the sense that you know law enforcement will find out you were at the crime scene when it happened and you will be tracked down so you don't commit the crime in the first place... not "prevented" in a way similar to the Minority Report.

If you get arrested and convicted of a severe or violent crime
(robbery, armed robbery, rape, pedophilia, breaking and entering/ theft...) before you're released from jail and into society, they chip you. If its a pedophile, you get chipped AND cut your nuts off, to help your sick arse from re-offending.

Meaning? I'm in favor of never letting repeat violent criminal out and expanding the death penalty to include attempted murder. Why should people get off because they were a lousy shot?
