I would annoy that person until they moved it.
1st: Open the tray while pinching part of the hair while doing so.
2nd: Keep switching magazines and emergency documents and "accidentally" grabbing hair at the same time.
3rd: Of course, every time you touch the hair, you must apply liberal amounts of sanitizer just before you do it again.
Finally: Make sure when you return the tray to its upright position, you wedge whatever is in the seat pocket between the tray and the seat back so it clamps the hair down.
Chewed up peanuts applied to the hair would be nice.
Coughing up some phlegm and spitting it "accidentally" is not unheard of.
