A person in a traffic lane is, by definition, an obstruction. If there are no sidewalks or shoulders, we have to share the road and pedestrians have the right of way.
On the other hand, I think her actions and reactions were not reasonable, nor do I believe the officers were harassing her for 'walking while black' - I think they would have done what they did, regardless of color.

My mom doesn't walk down the middle of the street flailing her arms. If she did, I would want a passing cop to stop and check on her. If they are in the street, they generally use lights when stopping to alert other drivers so they don't get run over.

Guess it never occurred to her that seeing how she had her hoodie pulled up, the cops probably had no idea she was black until she turned around after they'd already stopped and got out of their cruiser. Can you tell this person's race based on what you see here, which is what the cops would have been looking at as they drove up on her?

I'm no cop apologist, God knows if has my issues with being stopped, however this is a dumb statement. When you are doing something to draw their attention, as this lady was doing, they are going to ask for your idea every time. The reason is simple. Ninety nine percent of the time they don't know you. The reason they ask for your ID is to know exactly who they are dealing with. You could be a Sunday school teacher or wanted for triple murder. 1) She wasn't in the middle of the road, even though she could have been and should have been closer to the edge.
2) She should utilize the sidewalk, but it's not that unusual for someone to walk along the street in a neighborhood. There was plenty of room for cars to go around her. An obstruction of roadway charge would have been overkill. And yes, I realize it's one of those petty offenses that are very subjective and intentionally vague to allow for officer discretion.
3) She was obviously flapping her arms as part of her excerise routine. The cop even said that to her, that he recognized she was just exercising.
4) It bears mentioning again that this is a quiet neighborhood street, that is wide with lots of visual space and minimal traffic. This is not a highway or a street with no shoulders and lots of obstructions.
5). The cops do not and did not need to put on their flashers. They did not even need to exit their cruiser. They could have talked to her from their window and cautioned her that way.
6) When they put on flashers, had 2 officers exit the vehicle and triangulate on her they created the impression of a criminal investigation, in spite of their initial statement that they were just checking on her and were worried about her safety.
She was respectful and compliant.
Then they asked her for her ID - unnecessary.
She then got a bit defensive - understandable.
They then asked her for her address - also unnecessary and provocative, seemingly an advancement of the investigation especially in conjunction with the flashers rolling and the officer presence.
It was overkill. She rightly was disturbed by the encounter and in reaching for a reason why, assumed she was being harassed because she was black. Although an unfounded assumption, not an unreasonable assumption, IMO.

As I live and breathe, how many times a day do I have to yield my vehicle for a pedestrian?! I must have to slow for a walker 10 times just driving to work in the morning. Is this the kind of "crime" that needs investigating?

Happened to my mother. They pulled over started asking her for her ID and basic questions. She was out early to walk to krogers as they live near....
Turns out she was lost. Their questioning allowed them to assess her without being confrontational. Brought her home. It was the beginning of her dementia. I was grateful.

Did they have flashers on and triangulate with two officers? The context is important.
Nevertheless, it could have been over-policing in your mother's case as well. If she seemed disoriented, further investigation/asking for an ID is probably appropriate.
