I think it's for insurance purposes and to help free up state and federal aid, but I'm not certain.

Yes, for it to be officially recognized by the National Guard, Insurance, etc. the govt. has asked the weather channel to contract with a high school science class to come up with names for the storms...
real answer: weather channel did it so they could use cool hashtags like #kronos and #leon
