Yup. The crony, corrupt politicians and the businessmen who buy them. Good old boy network will prevent this state from ever progressing. The majority of people who take office just see it as a path of personal enrichment through the pockets of the tax payers. And they generally get away with it.

I don't have much optimism that it ever gets fixed to be candid.

I've lived all over this state, I've spent enough time in other states to know where I would and wouldn't want to live.

I think Louisiana has the natural resources to be in the middle of the pack (as opposed to the very bottom)

Its human capital will always hold it back.

The best part and the worst part of Louisiana is its people. You can lead a horse to water, but you can't make it drink. There is some, but very very little Louisiana can do to educate those who have no interest in learning, to convince unhealthy people to eat better and exercise, and to convince people to stop shooting each other or littering everywhere.

Now, there are some things that can be done:
Decriminalize drugs so that the private sector can steal the cartel's market share.
Stricter work requirements for all government benefits (SNAP, WIC, welfare, disability, Section 8, phones, ect) and greater diligence at fraud prevention and detection.
Put even stricter mandatory minimums on violent crime.
Put all of our prison force to work picking up trash in 12 hr shifts every day and night to clean up all of the litter that's everywhere.
Completely reform and decentralize our tax structure so that more taxation and public works are done at the local level.
Completely reform our civil service system to eliminate public employee unions and purge all of the slackers and nepotism and reduce their incredibly lucrative retirement packages.
Cede control of a massive number of state highways to local governments to maintain with their own taxes.
Use the savings from all of the above to completely overhaul our transportation system.
Completely overhaul our k-12 curriculum to improve literacy, multi-lenguisn (Cajun French and Spanish, in addition to English, should be mandatory starting in 1st grade), teach math in a practical manner, teach civics and rights, return Vo-Tech to our schools, and actually teach vital life skills like: how to manage credit, how to file one's taxes, one's rights in a traffic stop and when arrested, cooking, sewing, how to balance a check book, ect.

These are duable things, but we are too lazy, too complacent, too jaded, and too apathetic to demand them.

Jim Crow didn't do anything to help Louisiana considering that the black population is a 1/3 of the state. We are just now retiring the first people that went to integrated schools. Then when you look at national stats, roughly 42% of black college students are first generation.

So basically in Louisiana there is a massive uneducated middle aged lower class in an economy that increasingly doesn't employ people without a college degree.

Yep. Lots of folk who are out of oilfield work are finding out the next best thing they're qualified for is the night shift at Wal-Mart.

Oh yeah, what a horrible thing it would be to have people from California move to Louisiana! Why would you want people with a statistically higher income, higher quality education, and lower body fat percentage to come in and ruin a good thing like the 49th best state in the country?
