Had something similar happen to me when I was working in the Bon Carre building in Baton Rouge around 2006-ish. Apparently, the stormwater drainage was backed up due to poor city drainage, and all of the rainwater had nowhere to drain to. First, we noticed the parking lot filling up and a few cars with low ground clearance got flooded. We didn't realize that the rainwater was pooling up on the roof until a drainpipe finally burst in the ceiling. It was a very large pipe (12"+ diameter) and all that water came gushing into our office space. The 1st floor had bout 6" of water within 5 minutes. We go to go home early that day and we had to work with loud dehumidifiers running nonstop for the next week or so. Fun times!

Thats all i can think of unless they had some rain water capture system. Or those aren't PV panels but are solar water heaters but idk why they would need that much water heating capacity.

Roof drains often get clogged either at the top on the roof, or at the bottom wherever it discharges..

Both of which are often forgot about to check for clogging. Both can cause major water accumulation on a roof. Get enough of it up there, that's a whole lot of weight that shouldn't be there.
