The freight rail companies run the FRA.
Amtrak will never be efficient or competitive outside of the northeastern sections where they actually own the track.

Wouldn't be a good idea on the Gulf Coast. We would have to tear up ecologically sensitive areas to connect New Orleans to Baton Rouge and Biloxi.
We'd also have to either put a stop in every town so it never picks up speed, or have people from Kiln driving 25-30 miles east to the Biloxi train station...in which case they might as well just drive 50 to New Orleans. Same would go for Pascagoula/Mobile.
