After spending a few minutes falling down the rabbit hole, while I have no doubt you're correct about what was stated, it appears as though there are at least a couple of times in the books that its non-verbal use was heavily implied. Quora thread on the same question:

So, the issue we run into is how much we want to trust the knowledge of the in-world characters versus how much we trust the consistency of the author. The character could have absolutely said, and believed, what you posted. But they could simply be wrong. Or, they are right, and JKR was simply lazy in her world building.
If this were Brandon Sanderson, I would feel pretty close to 100% that the character was simply wrong. With JKR, who the frick knows
