An example would be the project that was in study that would essentially close the washington st exit and create an exit on 110 to one of the roads such as Terrace so that people don't cross over so many lanes to get to Washington.

That'd be nice if they did. They could make some pretty relatively cheap improvements to that area for the performance of the 10/110 split. Close off washington and extend the merge lane a little longer, extend the median in the split so people don't merge over too soon (I dunno why truck drivers insist on moving from their lane), and this exit to Terrace.

Ok, so let's throw out Texas. Let's talk about Arkansas, Tennessee, Mississippi, Alabama, Florida, Georgia - all states that I've travelled through that have better infrastructure than Louisiana. What are those states doing that Louisiana isn't?

Most likely it is also the fact that an interstate goes straight through the city where a lot of people use it with no access to a bypass.

This is the first I'm learning of this. It looks like they're wanting the I-110 traffic to use this new exit instead of Washington Street, and then with the upcoming widening I posted earlier, they may be addressing the one-lane bottle neck/Washington Street exit.
It looks like they're doing it in phases instead of all at once which is smart. That's pretty exciting news actually.
But all the doom and gloomers who want to shite on DOTD won't be happy to know it's in the works. They'll probably go to polls and vote something down or call their congressman to block something so they can come post about how backwards and slow Louisiana is.

I think they are referring to the new left exit that is supposed to be being built. I don't know why the Washington Street exit still exists, it is horrible!

I have read the history. BR was stupid enough to say no, and Louisiana doubled down on building a bridge in the middle of nowhere.
They could use it for a northern bypass, but let's be real. We will all have personal teleporters before BR gets a loop or bypass.

I'm sure it's to increase capacity of the ramp and improve the flow of traffic to the water campus and river road since Oklahoma Street connects to those. But that's too obvious for the OT.
