Why is something "in" a movie but "on" a TV show

What's up with that? You would never say "Tim Allen was in Home Improvement or that Tom Hanks was on Forrest Gump.
And what about series that are released online? Is it on Stranger Things or in Stranger Things?

You can be in a tv show or have been in a movie. Movie’s are always past tense while currently running tv shows are are present tense.
As for on tv, the tv is the medium. You’re on tv, just like one is on the silver screen, or on stage.

That doesn't work. The show is just as much "in" the TV as it is "on" the screen. When you look at a photograph of Bob, you don't say Bob is on the photo, you say he is in the photo. A photo is a physical thing just like a TV.
