Theoretically, Louisiana could be in a period of increasing daily hospitalizations if the number of recovery releases is significant. From the numbers being provided by LDH you cannot tell. This is why I addressed your use of Golfer's charts as evidence of a vast reduction in hospitalizations as a reason to open up businesses. The actual might be far different than said graphs.

While I suspect that there is a decline in a daily average of new hospitalization, this may not be the case. On at least one day last week the LDH reporting indicates that 30+ recoveries were released from hospitals.

A gym would still need to account for the potential aerosolization of the virus. An infected person breathing heavily and grunting will send the virus into the air for others to encounter. Attached link to the effects of aerosolization of covid. LINK

Therefore the net negative would mean not overwhelming the healthcare system. Which is all that is required for Phase 1.
