Why does the pedestal in Lee Circle have to remain vacant?

It's such an eyesore and really a shitty look.
Why cant they throw up a statue of Louis Armstrong or Tom Benson (even if temporary) just to prevent us from looking like a former Communist wartorn state?
Surely they could get Armstrong approved in like a week if they got off their asses.

My idea would be to rename Armstrong Park "Benson Park" and have Gayle donate a couple million for upkeep etc.
Then rename Lee Circle "Armstrong Circle" and put the American Jazz Hall of Fame and History Museum there in the circle along with a statue of Satchmo holding his instrument
