I believe one of our greatest problems is proximity to TX. Kids from NorthLa can move to Dallas metro, and still be pretty close to family. SouthLa kids can move to Houston and the same. We have simply lost too much talent over the last 60 years or so. I love LA, but crime, insurance costs, poor schools, infrastructure, etc. will keep college grads looking elsewhere.

Be careful with data. Chart creator made 3 different color categories out of a 1.5% range. Telling a story, yes. Headline power, no.

To answer your question, people who fill their soul come to / stay in LA. However, most people need to eat (figurative: career, literal: budget incl essentials and lifestyle). Elsewhere offers way more in the latter.
