I would think emergencies, selfishness, and technology are some of the main reasons.

You're driving along in the left lane at 75mph & you come up on a line of cars cruising at say 68mph. Now you either have to slow down or hopefully change lanes to get around them (unless someone is putt-puttin' along in the right lane. So now you're slowed down & frustrated. Eventually you get around the slow movers & have to speed back up again. Only to slow down once again down the road for more slow movers.
If everyone was going the same speed, a la Speed Setting, then many traffic issues would be alleviated.

Not just the word itself but the law.
Drivers should have to drive a specific speed setting not a speed limit or minimum. There's too much room for human error between limit & minimum now.

That's where ticketing comes in.
If everyone is required to go the same speed, the need to speed isn't as big of a problem. The "sheep" mentality comes in to play.

You’re probably right that this will prevent a lot of traffic incidents, but you’re going to cause more by not allowing people to adjust their speeds downwards at their own descretion. Not to mention that this is incredibly impractical.

It would be better to have a police sniper on each overpass to take out the slow drivers in the left lane.

So....we're going to have to spend billions to lengthen the entrances onto the interstates so folks won't slow down to let you in. And all the interstate curves (for people who live anywhere but flat, the curves are how you get through mountains and around businesses, hospitals, etc,. that pre-date the interstates) will have to be straightened, because some slow downs are real. (I-40 through the Smokey Mountains)
