Even a mid-size metro like BR has better, on average, officers than even it's neighboring parishes. NYPD, LAPD, etc are all miles ahead of rural LA parishes. The issue is that they have the same amount of authority in their jurisdiction. So you get former military and/or college educated officer from a major department having the same authority and facing the same high pressure situations as the guy with a 2.0 from a crappy LA public high school.

Are you a fricking moron? Not all police departments are equal. When you are talking about smaller cities or towns, they take whoever they can get.

Its harder to make the NYPD than it is the Sorento PD..

Sure, there are some out there but not enough to fill the needs of the country.

People smart enough to meet that criteria are also smart enough to A: qualify for other more high paying jobs and B. are smart enough to realize that job blows and is not worth the pay or the headache.

There are always a few outliers, but in general if someone was able to complete a college degree they had average or better intelligence along with enough drive, and dedication to complete a long term goal that requires many hours of often less than interesting work. While not a perfect measure, the easiest way for a employer to limit applicants to those who are reasonably intelligent and likely trainable is to require a college degree.
