What specifically about the US Constitution lends itself to being called an experiment?

It essentially put more power in the hands of the people, instead of a monarch or dictator.
That was just crazy talk back then. Unheard of. Some countries may have had a parliament of some sort, but it was just for show as an advisory body to the one man who made the decisions.
