Put more plainly, it means that if you aren't that good to start with then you might be too inept to realize it. For example, if your life is a chaotic mess with one drama after another due to your bad decisions, you likely assume everyone is like this because if you knew better you wouldn't be in that spot to start with.
I personally view this as a good explanation for why so many people who have bad things happen to them blame "bad luck" for their problems. They aren't necessarily lazy, they just don't know better.

It's because their belief system dictates what they see as the "truth". I was at DHS helping a friend reapply to Medicare(70+) and I heard two AA women talking about why her application was rejected(no clue what she was applying to get). She said that she was told that she made $14k a year and didn't qualify. She said she wished and that $14k a year was a lot of money and the other said I know if you had that type of cash we wouldn't of been here. Poor people learn their beliefs from those around them. The same goes for wealthy people. Until you change their beliefs you'll keep getting the same results.
