Why do elementary schools have early dismissals?

What's the point in making parents have to take off work early to get them?

fricking up traffic all over at lunch

You don't have to take off work early.

Put them in after school care.

Exam week? To give the teachers extra time to grade exams and get final grades computed.

Early dismissal days count as instruction days as far as the state is concerned, as long as you go so many minutes.

They have state and other exams they have to take. Don't know which ones they are taking, but my wife's school has been administering tests for the last two weeks.

For EBR, elementary has early dismissal because the high schools are in exams and have early dismissal. They both use the same buses.
