Commonly used for emphasis in plain text environments, when bold, italics, and underlining are not available to direct focus or indicate inflection to a certain word(s) in a message. Or Samsung.

While I am stuck in the middle of these two warring factions the millennial's communication via social media bugs me more.
The all caps words are for generally one of two reasons.
1. they are using it to emphasize the particular word, I do it here sometimes simply because bold or underlining is more of a pain in the arse on TD.
2. they if they are on their phone they tapped the caps button twice without realizing it had the word typed before they noticed and didn't feel like deleting and typing it again.

My PawPaw would pay me a nickel to hold down the shift key so he could type out all-caps threatening letters to government officials and people with different beliefs than his. I've always admired what older generations were able to accomplish without the modern convenience of social media.
