Why didn't the CIA infiltrate Insurgent groups?

A few years ago i read about an Iraqi cop who went undercover.
The FBI took down the Mafia. Why couldnt CIA go deep into Al Queada, Taliban > Post rewards for top leaders? devide and cause internal strife? I feel like invdaing powers thoughout history have done that.

Then why is this mess still happening? The Americans won the Revolutionary war because the british failed to actor invest resources. you can beat guerilla warfare. Afghanistan has been conquered before. people should read history book

Unless you planned on killing a lot of people, Afghanistan was never going to be conquered.
