Why didn’t gov just pay for free testing

Instead of bailing out people for trillions of dollars, with convoluted programs, why didn’t the fed include free testing for the covid in the first round of financial bailout to the first 100million people?

Tests were available. The number is questionable but the tests were available.
No matter tho-They could have allocated money for testing 100 million people whether the tests were avalable or not.
There’s only 350millon Americans.

Let's say that everyone could be tested on March 15. On March 16th the screamers would demand to be retested, because there is a chance they became infected since their previous test.

Because there's no opportunities for bribery, graft, and buying votes in that.
The government only acts when it's in the government's own interest.

That’s not how it works. If you get tested and come back negative, you can know at that point in time that you’re clear and start taking measures to stay clear. If you get infected then it’s easier to to know how and when you got it.
If, however, you get tested and come back positive, then that person can quarantine and truly reduce the spread- which is the whole point of increased testing... a point that many of you seem to be missing
With a larger sample size, We also give more data to know the true infection rate etc.

There were/are free tests. Didnt have anybody in line the last day of free testing at Alario Center in JP. NOw they are mobile testing in RVs in different neighborhoods every day.

What if you tested someone on a Thursday and they were negative. Then, they went about their business and contracted the virus a week later?
You wasted the first test, and now you have to test them again.
